When it appeared that the Federal Aviation Administration would be faced with a nationwide air traffic controller strike, the National Air Traffic Control Contingency Plan was created. The continuation of the air traffic control system's operation and the maintenance of the prior high standards of safety were the plan's two main goals. Before the strike actually happened, the contingency plan was created over a 13-month period, published, and then altered several times.


The system would only be managed by qualified supervisors and facility staff members under the plan, which was based on the notion that all air traffic controllers might support a strike. The amount of air traffic control directives that had to be provided had to be kept to a minimum in order to maximise both individual and system productivity. Additionally, modern radar systems use computer-generated displays that overlay augmented textual information about each flight next to the displayed aircraft radar blip in all air route traffic control centres and many approach control facilities. The displays can estimate an aircraft's course in the future and alert users to impending traffic jams and nearby topography.


Many of these developments suggest greater automation of tasks or increased computer support for controllers. These improvements, if wisely planned and implemented, can have a lot of positive effects, but it's necessary to be mindful of some of their negative effects on human aspects, which should have an impact on the specific forms that automation takes. Progressive automation may not yield many of its anticipated benefits unless all of its consequences for human aspects are considered.
